Every small civil engineering firm sells the same way: a client emails a survey and a sketch, the principal PE spends an evening writing a scope-of-services letter, guesses the hours, multiplies by a rate, and hopes the number is neither embarrassing nor a loss. Two things moved in 2025-2026. Second, AI adoption crossed the line from curiosity to default: the 2026 Clarity studies put 90% of respondents using or planning to use AI in at least one business function, and Bidara has proven the workflow (RFP in, technical proposal draft out) at $299-$599/mo annual for mid-size firms. Nobody has moved that workflow down to the one-PE land development shop pricing a $1,000-$4,000 site plan package or a $5,000-$30,000 small commercial job from a client email. Enterprise vendors won't cannibalize $3,600/yr contracts to serve $49/mo customers, so the window stays open until someone builds the small-firm version.

Market gap

Three tiers exist and none fits the small civil firm. Enterprise proposal AI (Bidara at $299-$599/mo billed annually) is built for RFP-heavy 30-person firms and assumes a marketing team feeds it. Practice management suites (BQE CORE on custom quote, Monograph at $25-$490/mo annual, Base Builders at $20-$48/user/mo) manage the project after the fee is won and treat the proposal as a form, not a pricing problem. Generic AI proposal generators (Taskade, PandaDoc-style tools) know nothing about phases, exclusions, resubmittal rounds or the difference between a grading plan and a SWPPP. The gap is a $49/mo tool that (1) drafts a civil-specific scope letter from a client email or RFP in the firm's own language, (2) builds the fee bottom-up from a task library and the firm's rate table instead of a percentage-of-construction guess, and (3) calibrates from every win and loss so the second year's proposals are priced from data.
